This one is right next to a Waypoint as I was going over Kessex Hills. It's in quite a hostile area with Bears, Elementals etc. so best be about level 22 for this one xxx
In the South East of Kessex Hills is a place called Cereboth Canyon, East from Viathan's Arm, beyond the Dominion Killing Zone. There is a river in Cereboth Canyon which runs South to North and next to this river is the Waypoint I mentioned earlier. Right next to it is the Brown Bear. Across the river from the Waypoint is one other Juvenile Brown Bear which you can spot using your mouse x
